Assuming that children are toxic as well as any communication or contact with them is harmful against the monsters, the CDA just happens to be the group within Monsters Inc. whose job in fact is to safeguard the monsters from these so called toxic little children as they would believe.

Attempting to hide Boo from whole body of CDA, Mike and Sulley put little Boo in disguise.
